It's often used as a coping mechanism for bad habits and bad actions. A positive form of this, arguably, is what we see in some devout members of religions. God (or whomever one follows) is responsible for the good things in life, and we're trying to live up to that image. Mr. Johnson's version is negative, but it's the same type of othering; making an entity that is outside of the bounds of what one would call their best self the source, adjudicator, and/or authority responsible for those aspects of the self that feel like they are beyond the bounds of what one can accomplish.
Generally, in a positive form, this leads to wanting to become better and to be more of an example of what that outside power wants to see. In this specific negative form, Mr. Johnson is establishing a framework for creating control. I would bet money that he felt he lacked self-control, and this method gave him a way to create more of that.
